Request to submit a written proposal for a work assignment with UNESCO
UNESCO isinviting written proposals for an individual Consultant to act as

“Project Support Specialist”

as described in the work assignment detailed in attachment A.

(GEF IW:LEARN)

A GEF Full-Sized Project, Implemented by UNDP and UNEP, and Executed by UNESCO-
Intergovernmental Oceanographic Commission (IOC)

To enable you to prepare a proposal for this assignment, please find attached the Terms of
Reference (ToR) (Attachment A) and the UNESCO’s contract for Individual Consultants, the
contracting modality used for these assignments (Attachment B). Your written offer should
comprise:
(1) A Technical Proposal consisting of:
• an up-to-date curriculum vitae including the contact details of three professional
references, and
• an approach and methodology for the assignment, a workplan and comments on the
Terms of Reference if any (max. 2 pages).
• Sample of work: at least one publication developed and/or curated by the consultant.

(2) The total amount to be charged for the assignment, which should be quoted in US dollars
or in euros only and should indicate the consultant’s monthly rate.

Your proposal and any supporting documents must be in English.

UNESCO places great emphasis on ensuring that the objectives of the work assignment, as
described in the Terms of Reference, are met. Accordingly, in evaluating the proposals for the
assignment, attention will focus first and foremost on the technical elements. From those
proposals deemed suitable in terms of the criteria in the Terms of Reference, UNESCO shall
select the proposal that offers the Organisation best value for money.

SPECIFIC TASKS
Key tasks for the Consultant include:
A. Knowledge management & publications
The Consultant will, working together with the PCU, coordinate preparation of various
publications to support and enhance the knowledge management of GEF IW portfolio. This will
include:
• Support the development of a publication plan, including the strategy, process, and
timeline for creating, reviewing, and disseminating publications, on identified themes.
For each publication, identify the objectives, content scope, length, contributors and
audience. The plan should also identify ways to streamline and optimize the
simultaneous production of publications.
• Coordinate the development of content of each publication, including preparation of
annotated outline, identification of contributors, collection and collation of data and
information e.g. through a call for contributions, template development, outcomes of
the 10th International Waters Conference (IWC10) etc., necessary for drafting the
content.
• Support the launch of a call for contributions by IW projects and partners, as
necessary.
• Coordinate the review process, followed by editing to produce drafts ready for design
and layout.
• Support IW:LEARN on knowledge management and exchange activities, such as
twinning programme, trainings, Data and Information Management (DIM)
workstream, experience and results notes etc.
• Monitor progress, report on key performance indicators, providing insights for
continuous improvement.
• Ensure that all knowledge products and communication materials align with the
project's goals and objectives and comply with the guidelines of IOC/UNESCO and the
GEF.
B. Communications
The Consultant will, working together with the PCU, support the production and
dissemination of communications products for the Project. These will include specifically:
• Support the IW:LEARN Communications Specialist in crafting and curating content for
the website, social media platforms etc.
• Support the preparation of the IW:LEARN Portfolio Bulletin
C. Other project tasks:
• Support the IW:LEARN PCU with other ad hoc project tasks, as necessary.
4. Duration of the Consultancy
The consultancy will be for 11 months on a full-time basis.
